Let your fingers do the walking... I've had great success in my area with furniture repair shop. If you can't find one that way, call your favorite furniture shop, and ask them who they use. Furniture is often damaged in shipping/moving, and they'll certainly have someone to recommend. Failing that, sounds like a good carpenter could do the job for you as well.

No Problem. Several manufacturers of spray paint have paints that will adhere to plastic. Scuff up plastic with steel wool and wipe with mineral spirits and let dry. Then spray.
Yes, weather will still eventually fade your color, but you have extended the pretty period of your furniture!

I used the krylon for plastics on some of those cheap plastic outdoor chairs. The can cost around 5 dollars I think might be more. I don't remember if the directions said to but I lightly sanded with a piece of sand paper. Works great no problems.

Yes, both Lowes and Home Depot carry spray paints for plastic I used Hunter Green and it came out fine, you have to use one that says for plastic and follow the instructions.

@woundead1998 It's amazing. As someone who worked there for several years, we used to have parties at night. It almost felt as if the Kaufman's were going to walk in and greet you. Even in the late afternoon when the tourists are all gone the house takes on a completely different feel.

YES! There is a new kind of spray paint that will bond to plastic. I can't think of the name of it, but I think it starts with a K (Krylon maybe...) Not sure about prep work or weather effects. Go to your local home improvement store (Lowes or Home Depot) or Wal-Mart. They should be able to show you where it is.
